BOC-3 process agents must first register with the FMCSA and then partner with motor carriers who are also registered with the FMCSA.

A motor carriers process agent files the BOC-3 form on behalf of the motor carrier, usually for an annual fee.

Many process agents offer additional services to motor carriers such as safety compliance training.

All motor carriers registered with the FMCSA for interstate commerce (including household goods carriers) are required to designate a process agent in each State which they operate.
